
Take Action to help us repeal the Pandemic Agreement agreed at the 78th World Health Assembly in June 2025, and the amendments to International Health Regulations (IHR) agreed at the 77th World Health Assembly in June 2024. Both legally binding treaties have handed over unprecedented powers from countries to the WHO, which empowers them to dictate national public health policies and restrict fundamental freedoms in a future pandemic:
- TheIHR cements the WHO’s powers to recommend countries implement vaccine mandates, border closures, and quarantines during a pandemic under Article 18.
- Gives the Director General power to determine public health emergencies, including pandemic emergencies, under Article 12 of the IHR.
- Forces countries to set up or broaden surveillance networks and capacities with “assistance” from the WHO under Article 5 of the IHR, costing money, and requiring them to make reports to the WHO, inevitably leading to international pressure to enforce burdensome public health measures.
